PREFALC - Partnership France, Colombia and Ecuador

In 2023, Toulouse INP was awarded a grant of €19,100 by the Fondation Maison des Sciences de l’Homme under the France-Latin America-Caribbean Regional Program (PREFALC). This funding supports a collaborative project involving Toulouse INP, ISEP (Paris), Universidad San Francisco de Quito (Ecuador), and Universidad de los Andes (Colombia). The project, titled “Collaboration for the Development of Research and Training in Digital Sciences and Technologies in the Andean Region,” includes a collaborative doctoral program, an expanded master’s-level training program across the three countries, and support for startup creation through the involvement of the four partner universities. The two-year project is set to conclude on September 1, 2026.

Exchange and cooperation partnerships with Argentina and Brazil

FITEC

Agreements exist between Toulouse INP and numerous Argentine and Brazilian universities (approximately fifteen Brazilian partners and about ten Argentine partners). Most of these agreements fall under the intergovernmental FITEC programs (France Ingénieurs Technologie), coordinated by the CDEFI. These programs enable students from Toulouse INP-ENSAT, ENSEEIHT, ENSIACET, as well as students from Argentine, Brazilian, and Mexican universities, to undertake a study period of one to two semesters, possibly followed by an internship in one of the partner institutions. Each year, Toulouse INP schools welcome Argentine, Brazilian, and Mexican students under this framework and send about forty engineering students to partner universities in these two countries. Financial assistance may be granted to a certain number of students on mobility. However, the possibilities vary from one program to another.

 

ARFAGRI and BRAFAGRI

The ARFAGRI and BRAFAGRI programs are based on cooperation projects in the training of engineers, mutual exchanges of engineering students and teacher-researchers, and comparative studies between French institutions—including Toulouse INP-ENSAT—and Argentine and Brazilian higher education institutions in the fields of agronomy, agri-food, veterinary medicine, and related disciplines.

Completed programs

ADESFA III - Partnership Toulouse INP - École Centrale Casablanca

In 2023, Toulouse INP secured a grant of €119,217 for the project “Creation of New Professional Training Programs in Digital Agriculture” under the call for proposals “Support for the Development of French Higher Education in Africa, 3rd Edition” (ADESFA III). This initiative, launched by the French Ministry for Europe and Foreign Affairs (MEAE) and funded by the Fonds de Solidarité pour les Projets Innovants, les sociétés civiles, la francophonie et le développement humain (FSPI), aims to develop new professional training programs—both initial and continuing—in digital agriculture. These programs will be jointly delivered by École Centrale Casablanca and INP Toulouse.

The project focuses on engineering education, leveraging the strong potential of digital sciences and technologies within the agriculture, agroecology, and agri-food sectors. In Morocco, Africa, and France, plant, animal, and biological industries face multiple challenges: climate-related (drought, irrigation), technological (genetic improvement, data science, AI, sensors, imaging), economic (yield and quality monitoring), and societal (food supply and security, youth training, rural exodus). The digital revolution in these sectors is transforming the work of agronomists—whether in the field, consulting firms, R&D, or public policy organizations.

This evolution is driving a shift in professional roles and, consequently, in educational programs—a shared concern and vision between the project’s partners: École Centrale Casablanca and Toulouse INP. The project proposes the co-construction of two high-level engineering training programs, simultaneously delivered by both institutions, benefiting a diverse student body from Morocco, Sub-Saharan Africa, France, and beyond. The goal is to achieve a balanced deployment of these programs between the two countries and to foster diversity, particularly in terms of gender balance (with traditionally high numbers of women in life sciences and agronomy, and men in digital sciences).

 

The two-year project ended in November, 2025.

 

Partnership between Région Occitanie – Toulouse INP and the Province of Battambang (Cambodia)

This collaboration, which began in 2017, aimed to contribute to the development of the training programs at the University of Battambang (UBB). The implementation of pedagogical transfers in agronomy, through training missions by Toulouse INP-ENSAT teachers in Battambang and by hosting UBB teachers for advanced training (long-term missions in Toulouse), has improved UBB’s agronomy training programs. This partnership also enabled student mobility (internships and study semesters) between Toulouse INP-ENSAT and the University of Battambang. The next step envisages developing joint research activities. The Région Occitanie financially supported this project until December 2019.

 

Program for Training Excellent Engineers in Vietnam (PFIEV)

The Program for Training Excellent Engineers in Vietnam (PFIEV) is made up of a consortium of French higher education institutions that provide their scientific and pedagogical expertise to Vietnamese institutions. Consortium members participate in final project defenses and annually monitor program developments with Vietnamese stakeholders. Since its creation, PFIEV has graduated more than 2,000 Vietnamese engineering students. This engineering degree, awarded by the Vietnamese Ministry of Education and Training, is the first degree from a Southern country to be recognized by France (CTI) and internationally. Initiated by France, PFIEV began its training programs in 1999 and has been an autonomous program based in Vietnam since 2007, offered in four institutions:

  • Hanoi University of Science and Technology;
  • Danang University of Science and Technology;
  • Ho Chi Minh City University of Technology;
  • Hanoi University of Civil Engineering.

The French consortium consists of 9 French institutions, including Toulouse INP and:

JPA – Jabatan Perkhidmatan Awan (Malaysia)

This program, initiated by the Malaysian government, is intended for Malaysian students who wish to pursue a degree in engineering sciences after the SPM. It is supported by the government agencies JPA (Public Service Department) and Mara (Majlis Amanah Rakyat), and managed by SFERE. Each year, 1 to 3 high-level students are admitted to La Prépa des INP in Toulouse and then join one of the 30 schools in the INP Group to prepare for an engineering degree. This program provides a scholarship covering tuition fees and living expenses for the entire duration of studies (5 to 7 years). The International Relations Office of Toulouse INP oversees academic (selection, orientation, training), administrative, and logistical (housing assistance, CAF, insurance, etc.) management.
